The voters of California spoke loudly and clearly. By approving Propositions 1A, 1B, 1C, 1D & 1E - dubbed "the 1's" - in November 2006 by resounding margins, Californians sent a strong message that rebuilding our aging infrastructure is a critical priority that can no longer be neglected.

After this comprehensive, bi-partisan plan was put on the ballot by the legislature and Governor, the California Alliance for Jobs played a central role in organizing the campaign to pass "the 1's." Jim Earp, president of the Alliance served as chairman of the The Rebuild California, Yes on 1A-1E campaign.

After this hard-fought campaign led by the Alliance, voters ultimately approved all five measures, including:

  • Prop. 1A (Transportation) - approved by 76.6% of voters.
Passage of Prop 1A fulfills a long-time policy goal of the Alliance by closing the legal loophole and preventing gas taxes from being diverted from transportation projects. By leading our own signature drive to place a similar measure on the ballot, the Alliance was critical to the inclusion of Prop 1A as part of the comprehensive infrastructure plan. This measure provides a rock-solid constitutional guarantee of approximately $2 billion per year for road improvements.

  • Prop. 1B (Traffic) -   approved by 61.3% of voters.
Prop 1B will allow for the issuance of $20 billion in bonds to expand and repair our most dangerous and congested highways, with funds for public transit and to reduce air pollution.

  • Prop. 1C (Housing) - approved by 57.5% of voters.
Prop 1B will provide for $3 billion for emergency shelters for battered women and affordable housing for seniors, low-income families and the disabled.

  • Prop. 1D (Schools) - approved by 56.6% of voters.
Provides $10 billion to make public schools earthquake safe, relieve overcrowding, and build science and career training centers at colleges and high schools.

  • Prop. 1E (Flood Prevention) - approved by 64.0% of voters.
Provides $4 billion to strengthen river levees and flood control to protect clean drinking water, prevent pollution and safeguard the state from devastating floods.

"The 1's" will also generate 230,000 new private and public sector jobs over the next ten years and produce billions of dollars each year in new opportunities for private sector contractors, builders and their employees.

The Alliance would like to recognize the leadership of Senate President Don Perata, Governor Schwarzenegger, Speaker Fabian Núñez, and the broad coalition of business, labor, teachers, contractors, police and fire, taxpayers, seniors and hundreds of others who worked tirelessly to make this historic investment a reality.

In the end, it is the voters of California who are to be commended for approving this package to start the long-overdue job of Rebuilding California.
